Can white people call themselves African American?

If a white person was born and raised in South Africa, but move to America and get American citizenship can they call themselves African-American? When they take the SATs are they eligible for the African-American scholarship?

I'm just curious. Because if these people are not true African-Americans because they are white (even though there are white Africans in North Africa), then doesn't that mean the only true Americans in America are Native Americans? But that doesn’t make sense because there's a theory Native Americans came across the Bering Strait from Asia. So that means there are no true Americans. But then humans supposedly evolved from somewhere in Africa. So does that mean that there are no Americans, Europeans, Asians, etc. only Africans? This means that white people are still African-American because they have ancestry from there.

I believe the light skinned people who live in Africa were originally from Europe.
But still should be considered African American and be given equal rights as any other African American.

First off the Bering Strait is between Alaska and Russia. And secord, the American Indian did not cross the Straits. Maybe the Inuits did, Check your history books.
