When will the police learn that they need to follow these investigations to the letter so scum like this do not get off or their charges lessened by a technicality. It is all on how you interpret the law it is not black and white. Many guilty people have walked because of assumptions that "they were not under arrest, they could have left so we did not read them their rights."
