Chihuahua man arrested 20 years later in Kansas traffic fatality

A former Hutchinson man who disappeared 20 years ago before going on trial for a fatal traffic accident was arrested this week re-entering the country.

CBP Officers at El Paso Port ID Man Wanted in 1988 Homicide Case; Local CBP Officers Also Nab Man Sought in Colorado Homicide Investigation
El Paso, Texas – U.S. Customs and Border Protection officers at the El Paso port of entry apprehended a pair of men wanted by law enforcement officials in Kansas and Colorado. One man has been on the run for two decades on an aggravated vehicular homicide charge and the other was being sought in a homicide investigation. The apprehensions were two of 43 fugitive apprehensions made by CBP officers at El Paso area ports this week.
CBP officers at the Bridge of the Americas (BOTA) crossing nabbed 41-year-old Miguel Roberto Rangel Zubia of Chihuahua City, Chihuahua, Mexico as he entered the U.S. as a pedestrian May 6. CBP officers were performing document checks and name queries on arriving individuals when they encountered the subject. CBP officers used the Integrated Automated Fingerprint Index System (IAFIS) to check the subject which revealed a positive match for an outstanding aggravated vehicular homicide warrant from 1988 out of Reno County, Kan. CBP officers confirmed the warrant information and then turned the subject over to the El Paso Police Department.
"The IAFIS system gives CBP officers the ability to quickly identify individuals with outstanding criminal warrants by electronically comparing a live scanned fingerprint against a database of previously recorded prints," said Arthur Gonzales, U.S. Customs and Border Protection acting El Paso port director. "This technology has been responsible for the identification and apprehension of numerous fugitives in El Paso and other ports of entry nationwide."
The apprehension was the first of two significant arrests made by CBP officers at BOTA in consecutive days. CBP officers at the international crossing nabbed 38-year-old Ricardo Esequiel Llamas of Aurora, Colo. as he entered the U.S. as a pedestrian May 7. CBP officers were performing document checks and name queries on arriving individuals when they queried the subject which indicated that he was wanted. CBP officers conducted several secondary checks including an IAFIS scan to confirm that Llamas was being sought by authorities in Adams County, Colo. on 1st degree murder charges and 1st degree assault with a deadly weapon charges. CBP officers turned the subject over to the El Paso Police Department.

Another hit and run. Do the time, pay a large fine and make him do extensive community work. Too bad the system don't put people in cages for public viewing.

Oh, and after its over send back to Mexico.

Good work for the Border Patrol.
