I stopped going to that location a couple of years ago. Its really dirty, cluttered, and disgusting, and they never had what I was looking for. It was always under-staffed at the checkout too. I posted a complaint at their website about that location. I went in a short time after, the manager new me, came up and slapped my face in the middle of the store. True story.
So I started going to the 26th street location, but its been steadily slipping too. They have stopped carrying a lot of thing I buy. But the biggest gripe goes to your point about spoiled food which Kroger's sells in abundance. Time after time I have discovered them trying to sell food that was past date. Their produce section is very hit-or-miss, and their deli counter is a complete joke.
A lot of their poultry and beef items which are supposed to be fresh have been frozen. Then they have their "managers specials" which is really just an excuse for them to sell dated foods at lower prices. Kroger's allots certain foods for certain regions. The "Gucci" Kroger's in Bville gets the pick of the good stuff for our region, forcing us all, once again, to go to Bville for anything we need.

More to your point, If you still have the receipt, and/or the packaging, confront the management about it and threaten a civil suit against them. Grocers, by law are responsible as they have your health and life in their hands and they can ill-afford the negative press. You might get restitution on this matter more easily than you think.

I did go and they asked me what and where I ate. I told them. I also called the health department too. I got this under control, just warning others.

If I saw you in the middle of the store I'd slap you too!
