Former Montebello Police Chief's lawsuit could be headed for trial

A police chief who was fired in 2010 after just two days on the job is demanding the city pay him a $146,000 severance he contends he is owed, or face off in court.

What a joke this whole thing is. Narramore, an interim city manager, hired his buddy on a Monday without telling anyone except the deputy city clerk, who the city manager has rank over. His buddy started the next day, Tuesday. I suspect on tuesday he barely figured out where the Restrooms were. On Wednesday at the Council Meeting Narramore, interim, tells city council he hired the chief. Really Randy, I'm sure they say, the guy who was fired and suing Colton City Council? They tell him they will not approve it, key point here, and tell Narramore to tell Rulon to go home he did not get the job, key point, did not get it, never hired, no loss! No one knew Rulon was hired so no embarrassment. Enough!

And of course Bill Molinari has to stick his Chucky Cheese rat nose into it by defending his buddy Randy Narramore by saying its a shame it had to end this way, when a man loses his job, he looses alot. Bill, dig your nose out of it, your just trying to sound good in the publics view, but in reality you sound stupid!

I agree. The guy didn't have the job so there was nothing to loose. If it was a month okay, but two days and the guy wants a years pay? Did he quite another job to take this one? The answer is no. He couldn't get a job anywhere else cause he got fired in Colton. Wake up Bill!

Settle down needs to read the Municipal Code
The city manager has the authority to hire department heads.
No city Council second guessing needed.
A couple of good points raised in this discussion as to the severence package.
But bottom line
He was hired fair and square
The council shut the door after the horse had left the barn.
Lawyers are the only ones to come out on this one.
Council acted emotionaly and irrationally in sumarily terminating Randy and Rulon.
If they wanted to unwind they needed to negotiate the terminations at the time.
Where was Glasman on theis.
Or did he just tell the council what they wanted to hear, as usual.

Yes the CM who serves at the pleasure of the City Council has the authority. But the CIty Council approves all contracts in excess of 50k. Either way Narramore screwed up and now we all have to pay. My point is Rulon suffered no loss.

What a stupid thing for Molinuri to say. Like he just admitted the city did Rulon wrong. Go to trial...with Molinari on his side he can get severance and damages. Who does he represent? It sure isn't the taxpayers.

This one has many argueable points- so only the lawyers come out.
The City had already approved a salary schedule so did they have to approve an individual contract that fit within their pre-approved schedule?
Did they have to approve the salary in open session as required by the Brown Act as they already approved the schedule?
Recall that COPP got a Writ against the City paying Pacheco as his contract was not approved in open session.
I agree with Bill and Theolona that the council dis some knee jerk reaction and acted recklessly in terminating Narramore and Rulon.
If they wanted to unroll the contract they needed to negotiate it then not invite a lawsuit.
Anyone else agree that if Rulon had been chief we would not have the Captains Lawsuit now?
And a couple of FD Brass would be gone?
Any doubts why the FD Brass and PD Brass (the Captains) wanted Narramore and Rulon gone?
Was this is the best interest of the Citizens?

Ask him how they control (or controlled) councilwoman Christina Cortez when she did the hatchet job on Narramore.
It may just be PD now, but was both then.
