Heh heh, "Buy N Large." That's the fictional, life-controlling mega-corporation from the movie "Wall-E." These scammers either have a sick sense of humor, or are incredibly stupid.

Let me understand this
I have a free replacement toilet (ZERO $$ come from my pocket)
My new toilet will be efficient and will save me $$$ on water costs, which sounds logical.
They receive the rebate.
If I want to receive the rebate myself, it would include paying someone to install the new toilet and (also) paying for the toilet, which would be a lot more than the $ 165 rebate they are getting.
Where is the scam?
I know: It is not mandatory, and no one should believe it is mandatory, but those companies ARE approved contractors of the MWD, and are licensed to do their jobs.
Some journalists are just stupid (?)

It was the evening news, that these scammers where taking order for the toilets, handing you the toilet and sending in the rebate! They never installed the new one. That is the scam!

First off, its not real tough to remove and replace a toilet. a couple of bolts, a water line and a wax-seal. Anyone can do it...

And, most if not all newer homes probably already have one. Still better to stay away from these folks...

As far as I know, the toilets were being installed, and in my particular case, it was installed, no problem.
A new, water efficient toilet will run for over $ 200, plus installation if you don't know how to or don't want to deal with the install job yourself.
So even if you install it yourself and get the $ 165 rebate you will be spending over $ 40.00.
I still prefer to have one for free, I don't care who gets the $ 165 , b/c free is still cheaper.

Like I said, some journalists will do anything for recognition without proper investigation. You should not believe everything they tell you on TV, instead, people need to learn to be critic of what they are being told before acting.

Bad journalism is bad for the people.
