You mean there are absolutely no manpower quotas on how many gub'ment vs contract workers are allowed to work on a contract?
If there are manpower quotas, how can "managers" work outside the contract and still keep within the projects' personnel costs?

The A-76 program is governed by Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities." The basic tenant of the A-76 program is that functions should be performed in the most efficient and cost effective way regardless of whether that is with government employees or contractor personnel. In accordance with OMB Circular A-76, this determination is made by conducting a competition for the function(s) under study between the government and private contractors. see http://www.dodea.edu/offices/cspo/a76.cfm...

Hard to comprehend why workers do NOT care to be employed by temporary contractors. My contract with providing for my Family is much longer than three years.

Are they playing some kind of three card monte game out there now?

As your Operations Manager,I am truly saddened to read your comments.
Let me also correct some of your inaccuracies. A lot of employees who talk to me are praying that Tiburon is successful in its bid for the contract. Our employees have recieved a cost of living increase in the past but we have been unable to continue this as we have a pay freeze in the government sector as ordered by the President.
I have no idea how you believe that we are paid over $100.00 per employee. I can assure you and will swear on the Holy Bible in Court that we are NOWHERE near that figure. Out of the money we do get we also provide our employees with all of our benefits such as Health Insurance.
On that subject,Tiburon can no longer continue to pick up the bulk of employee insurance contributions. Our cost have increase significantly over this past year and regretfully we have to pass some of these costs onto the employee. The figure has increased from $175.87 to $309.48. The total cost is more that twice what you pay!! Tiburon still pays a large portion of these costs. Tiburon has NO CONTROL over these increases. As this is a national hot button item in politics I would suggest that you take it up with your appointed Representative/Senator.We also provide employees with 2 paid weeks of vacation, 10 paid national holidays, Short and Long Term disability, Life Insurance, Long Term Care and give 3% to your 401K. I believe this to be a generous package.
As regards job opportunities our website is being upgraded but in the meantime I would recommend that you do what most people do when they see me walking around the shop floors, they ask me if they can be considered for whatever position comes up next or what they would like to do. Sometimes I can meet their expectations and sometimes not. I am also restricted by the contract on what I can or cannot do.As regard support to our employees I and our supervisory/ofice staff are always available to assist whenever we can.
Finally, It you are that dissatisfied with working for Tiburon you always have the option of taking your talents to another organization. The choice is yours but the grass is not always greener on the other side.

You all need to wake up. When you are hired as a contractor you should have been told that you are not guaranteed a job for any specific period of time. I was told that for years as a contractor. We were hired to fill in the gaps when production exceeded the Federal workforce after the BRAC. I think that Letterkenny has been more then generous in keeping as many people employed from the contractor companies as they have in the past. I have seen work loads drop off to the point where there should have been lay offs, but instead folks were shuffled to save them from being laid off. Get a grip and let it go. As for the article written on Friday I see a lot of inaccuracies, may be an attempt to sell papers???? With that being said I would like to see a single work force contract company at LEAD, it would eliminate a lot of internal headaches as long as retired federal employees ARE NOT involved in the management of these contract companies. For some of these retired federal employees it is a serious conflict of interest in their retirement agreements to be involved with Govt. contracting from what I understand.

Let's review LEAD's policy on hiring Contractors.
(1). LEAD never reviews how many (unauthorized) smoke breaks these Contractors steal against the Gov't. I worked with (2) contractors claiming they had just as much rights as anyone. These Gov't Contractors are "$alary $harks" and pay the employee $15/hr. while they bill LEAD $100. I consider that "Theft" from employee.
(2). LEAD "claims" they promote hiring Veterans as "Veteran's First" employment but...they disrespect Veterans. The biggest waste, fraud and abuse of payroll is the Chief of Staff (Nadine Stoler). She allowed over $300,000 in (4) months to be stolen by women co-workers for unauthorized breaks (i.e., Chatty Comittino, Nora Cummings-Zubia and Michelle Remmel (Contractor's).
(3). Women "favoritism" and discrimination is very prevalent at LEAD. Look around LEAD...Managment has survived off "bully-thug" attack tactics for those that speak up and you're verbally abused and beaten into submission until you quit complaining.
(4). The only way for LEAD Managment to improve is to terminate the horrific managment (Chief of Staff) and since Col. Provancha and (fmr.) Deputy Cmdr.(Mark (worthless) Sheffield) left...that's a start.

So, how does Gov't Theft of $300,000+ happen? Blatant refusal to end the Smoking Policy. Smokers have no rights at work and those that think they do...need to not bring their toxic filth into the workplace to others that ARE working. Chatty Comittino/Nora Cummings-Zubia stated they take up to (4) smoke breaks per day (8) min. each (more like (1o-15) min. each. So, really...HOW does these (2) women intentionally commit theft of Gov't time by unauthorized (1) hr./(2o)+ min./day to smoke (or whatever). When a non-smoker takes a (3o) min. break...the Supervisor's put out an "ABP" Search Party for you. When Nora/Chatty are absent ... nobody goes looking for them...and when you say, "Oh, they're taking a smoke break". Then the Supervisor just goes back to their Offices and nothing is said. Hmmmmmm. Sounds like Discrimination among sexes are very prevalent at LEAD.

Ignorance: LEAD Managment refuses to address time theft and evenmoreso Jen Stairs (HR) who claims to be HR really has no grasp as to what she's doing?(What is she doing anyway? Nice to know my Gov't that I "served" for (7) yrs. Navy to protect these rodeo-clowns claim they can do what they want, when they want and make the rules "fit" for them but ... a male that multi-tasks his duties to get everything done it makes the women co-workers look very bad so they have to "look" for something to discipline you on.

C'Mon LEAD Managment (Col. Hagan)...it's time to weed out the Thieves who are stealing from the Gov't. Favoritism in any workplace is discriminatory practices. LEAD employees wouldn't have to work Overtime if the Dept. of Army would institute a "no-smoking" policy to $ave over $500,000 in payroll hours. Heaven forbid...there might be more productive work around LEAD and taxpayers won't have to support no-loads any longer.

A lot of current Tiburon employees hope that they don't get the new contract. They have not given a pay raise in 2 years. The cost of health insurance for a family has gone from $130.00 to $309.00 a pay.( every 2 weeks ) How is someone making $15.00 an hour going to support a family paying that much for insurance. The biggest problem with Tiburon is that they have no job bidding system in place. Once you are placed in a job, you are stuck there. This is wrong. All open positions should be displayed on a bulletin board and employees should be able to apply for them and have them filled by qualification. Tiburon is paid over $100.00 per hour per employee and the level of support that the employee receives is pathetic. It is time for them to go.

LEAD Union Rep a Joke

Chambersburg, PA

#40 Jul 30, 2013
Speaking of contractors...they're the biggest expense and waste of Gov't funds at LEAD.
~ LEAD Union Representation is also a joke. It's proven a Union Rep.(Deborah Witherspoon) doesn't stand up for employees as she's just there for a paycheck. I've overheard her (many times) counting days until her retirement and saying, "I can't wait to retire). OK, Deb...get out now and stop wasting Gov't $$$ to pay you for doing nothing. Deb Witherspoon claims she's a fighter for your rights...then she "bellies-up" like a fish when Mgmnt. contests her rules and she allows mgmnt. to intimidate her and she gets you to take a "sucker deal" because she doesn't want to fight for you...just collect her paycheck and go home. HOW'S that for representation ????
Us Military Veterans deserve better than the (weak) mgmnt. representation Deb Witherspoon portrays and she's talked smack behind ppl's backs (2) faced. The buzz is all around LEAD she went to court and lied on the witness stand to favor mgmnt because she said to an employee to use her as a witness and she lied.(I believe they call it perjury). Deb. Witherspoon also slammed EEO Dept. for not being trustworthy...but she's done the same to others. LEAD has a bad reputation for weak mgmnt. and weaker Union Representation.
Word of advice Ms. Witherspoon...GET OUT of my gov't, employees deserve better representation ... and your personal appearance needs (much) work. Thanks for nothing ... your a waste of gov't resources.
