Highways Remain Closed Due To Flooding

I am concerned for my parents, whose house and property were completely destroyed by the flood in South Coffeyville, Oklahoma. This flood is the same as the one in Coffeyville, Kansas, which has been declared a disaster and granted individual assistance by FEMA. Since my parents live in Oklahoma instead of Kansas, there is no federal declaration of disaster, as far as I know right now. What difference does the state line make to a federal distaster? They are within half a mile of the Kansas line and suffered the same loss as those in Coffeyville.
