Police Chief Edward Locke Jr.
Bella Villa's Police Chief Edward Locke Jr., is the only officer to have more than one entry for himself on this page. Amazing, especially when you read the following three entries. His father, Edward Locke Sr., is the police chief of Byrnes Mill, in Jefferson County, and has also been named in four cases of his own that allege civil rights violations and assault.[2]
As of December 31, 2008, Edward Locke Jr. is still Bella Villa's police chief.

Jami Neco Schmidt, of Overland, accused Bella Villa's Police Chief Edward Locke Jr. of illegally strip-searching her by photographing her pelvic tattoo after a 2005 arrest. When they got back to the Bella Villa police station, Locke asked Schmidt whether she had any tattoos, according to her lawsuit. When she told him she had a tattoo in her pubic area, Locke gave her a Polaroid camera and directed her to go to the bathroom to take a picture of it, Schmidt said in her complaint. Not satisfied with Schmidt's photograph, Locke told her to lower her pants so he could photograph the tattoo, she alleged. He then took a third photo after directing Schmidt to lower her pants a little more, according to the complaint.[3]
U.S. Senior District Judge Stephen N. Limbaugh threw the case out.[4]

The city and Police Chief Edward Locke, Jr., were both sued Nov. 9 in Federal court by William Cavataio and Mary Lou Cavataio. The suit alleges violations of the couple's Fourth and 14th Amendment civil rights, indecent assault and assault and battery.
According to the suit, William and Mary Lou Cavataio own residences in both Bella Villa and in Illinois. The couple's 1986 GMC Silverado is licensed in Illinois because they reside much of their time in Illinois and even though in 2001 they began spending more time back in Bella Villa, they left the Siverado licensed in Illinois.
On Aug. 19, William Cavataio was loading items into his vehicle from his Bella Villa home when, the suit alleges, Locke pulled up and inquired about the license plates. When Cavataio explained the situation, Locke placed him under arrest for "failure to properly register with Missouri DOR" (Department of Revenue), the suit alleges.
According to the suit, Locke placed Cavataio in handcuffs and while walking him to the police car pushed down on a chain on the cuffs, causing pain and injury to Cavataio. Then when he was about to place him in the back seat of the police car, Locke "kneed" Cavataio behind his right knee, causing him to collapse on the rear seat and also causing a back injury, the suit alleges.
According to the suit, Mary Lou Cavataio came outside as William Cavataio screamed that he was injured. Locke offered to call an ambulance but the couple refused, due to the cost. Mary Lou Cavataio said she would take her husband to the hospital in their personal vehicle.
At that point, the suit alleges, Locke removed the handcuffs and William Cavataio got into the passenger seat of his Silverado and his wife got into the driver's seat. Locke then approached the car and leaned on the driver's side door and rear view mirror, preventing Mary Lou Cavataio from driving away.
The suit alleges that Locke then reached into the car and "groped Plaintiff Mary Lou Cavataio's left breast" and that Mary Lou Cavataio "smacked his hand away."[5]

Also, note that Sr has NO cases that include him and that the City of Byrnes mill has only ! case pending. Sod ladys all others were THROWN OUT. Please continue to try to stir the pot with some facts this time.

Even if a case is thrown out, that does not mean the party is not guilty.That is just the way the system wkrs ppl.Get with it.the Hayes case is over,however the Copeland case is idle and Steible's is on appeal those two involved city of bm. Appears that the officers in bm are given too much freedom and at least one is grossly enabled

Of course you speak without facts. Copeland case was withdrawn by her attorney!!!! Steible case occured in Bella Villa and was dismissed. If you want the real information, once a case has been dismissed you can call the attorney office or check on line. Please try to post real information not your lies. Don't hate because you have been wrong all this time, just let it go. Move on to the next big story you can come up with.

cases rnt taken unless the people feel deep down inside they have been violated . The system is an imperfect 1. Just becuz bm was let off the hook doesnt mean the parties namd werent guilty, it means goverment immunity is somewhat protecting. so the only way to get around that is for there not 2 b a city That will resolve any problems in no time, ay?!

Ed Locke Juniors case is next week. June 3 2010 charged with using non-certified officers. St., Louis County courts at 1:00 P.M. These two guys will be stopped, let their cities keep backing their bad behavior, lawyers love to go to work. do you think the Bella Villa Board members will attend, to hear the facts or the Byrnes Mill board. NO NO NO they will not come to the courts to find out how these two guys treat their citizens. All they care about is the money that comes into their cities from tickets. The smart think is to VOTE these board members out.

Why would Byrnes Mill care what has occured in Bella Villa? If you research this case the Officer that lacked proper licence, was a Police Officer in another St Louis Co Dept. Why was he allowed to work there? This case has 1 Officer involved whom had a class B licence instead of a class A . Not that he had NO licence. So again, why would Byrnes Mill care?

Also, please note that you are right about the lawyers but you need to remember they have LOST EVERY case so I hope who ever is paying them is just as happy as you are.

hmmmmmr I firmly believe that everyone is smart enough to know that the cases werent lost. They were not done in vain The attorneys and the plaintiffs, surfaced issues that the public needs to be aware of that otherwise would never have been madepublic. So not lost, no way!
The judicial system must consider Soverign Immunity ay? ever heard of that???
The purpose of court cases such as the ones that have been processed are not necessarily to WIN or to get a guilty plea! It is to attmpt to address injustices and to help those involved to find closure in some way. Its up to the public to do with as they will
