I somehow think that there's nothing anyone can do if the person wants to do jail and keep driving drunk.

We simply cannot FUND enough jails and prisons to turn the tide.

How about imparing eyesight?

In some ways you are correct, those who are determined to do so, whatever their reason(s) will find a way. Perhaps that's why enforcement is more often than not the issue, hence tougher laws won't make a difference. Now if we had tent cities, money wouldn't be the issue. We've lots of space in NM for them...

I have been going over this in my head, and I am wondering if perhaps we should start charging repeat DUI/DWI offenders with attempted murder, and sentence them as such.

By being repeat offenders, they show that they place no value on others lives, so maybe it would need a new title, something like "Target Non-Specific Attempted Murder."

But then again, we could also make a similar argument regarding balloon chase crew driving, as well.
