Thinking of moving to Houma, LA

I am thinking about moving to Houma, LA, I have been in the Army for 6 years, and im leaving the service. My husband works in Houma, LA already oofshore, and I am looking into getting into a college that offers medical courses such as CNA, or LPN. I have three children and I wanted to know the age children can start kindergarden there, and I also will need a childcare facility. I am just wanting any advice you may have. I currently live in Alabama, and they help with childcare expenses as long as you are working, and going to school does Lousiana do this also?
