Here in the East we have a name for these "havens" for barnyard creatures. Hell! The best place to find sick, starving livestock is in a 'rescue' group's shelter. They all believe that people will pour money into their facility and volunteer like crazy to help, but time and time again, what happened here is usually the result.
We had a woman near me that was feeding her 23 'rescue' horses on day old bread and cakes and donuts from a large local bakery that donated them, because she couldn't afford hay.

If you could ask any one of those horses what they would prefer, eating doughnuts or becoming label glue, how do you think they would answer?

These havens may not be the best place for animals, but they do provide a good alternative to death. Instead of complaining, you should donate or volunteer some time at one of these non-profit farms.

Have my own livestock to worry about, and part of that worry is transmission of disease and parasites, which these havens are usually loaded with. You would have to dress up like in the Andromeda Strain to prevent infecting other animals.
These places usually lose volunteers because of the conditions. The above mentioned person? I saw her at the store one day picking up waste bread. She already had twenty-one starving, sick, filthy horses she couldn't care for. She was all excited because she was headed to New Jersey to pick up two more horses. Now she had the gas money and tolls for a 700 mile round trip with an 8 cylinder truck hauling a large trailer, but couldn't afford proper food for the overload of horses she already had on her property.
A lot of these 'rescues' are just collectors. No different for the old ladies with 70 cats in the house, 30 of them dead in bags on the back porch or in the closet.
