They can if the owner does not set forth some rules. And keep an eye on the place.

I am a renter in a very nice, mostly retired subdivision. But if you drive by my home, and see the clean, trimmed lawn, not overgrown trees, and there's not junk piled up in my yard and broke down vehicles in the front yard. I do my own repairs and a few of my neighbors were shocked when they learned I didn't own, much less, I was under 30 years of age. Renting has nothing to do with being "trashy". Your "home", whether it be owned or rented, is what you make it. So, NO, renters don't ruin established neighborhoods. People do.
