No crosswalk on highway at High School

Does anybody know why there are no crosswalks over the highway/orange street at the high school?
It just seems like if there were crosswalks then all the kids might not have an excuse to just cross anywhere on the street at any time.

There was a kid hit there in 2010.
They said they road there bike into the car.
If so how did the bike get under the wheel?
Yes there should be one there. With a guard
just like Millford & rossville.

The designated crossing area for the High School is
at Fifth St and Orange. Between the 2 yellow crossing lights. has been that way and posted by the State of Illinois Department of Transportation every since the school was built there.
