He's been passed over for major numerous times because he's done nothing as a captain.
Sure... He has a PhD and it's common knowledge that he wrote his dissertation while he was a lieutenant and a captain... which explains why he hasn't done anything as a captain.
Is he smart? Sure...
Does he have command experience? Well after a short stint in CID he was transferred to Juveniles... so... Nope??
What about Finance? Nope...
What about HR? Nope...
Did he do any time as a Detective? Nope...
What about Patrol? Well he was a sergeant in Waikiki over 10 maybe 15 years ago..
Yep... This is the guy I want for Chief... After all... He has a PhD...
Gimmie a break... Kealoha has no business being one of the final four... He should retire and get tenured at the university he teaches at and live happily ever after...

he wasn't picked for major because he wasn't "in" with the boisse regime... which is a good thing. the same cannot be said for tandal, tatsuyama, and maybe putzulu.

Majors are selected by the Chief, as are Assistant Chiefs. Perhaps Captain Kealoha was passed over, as many other Captains have been passed over, was because he was someone the Chief and the Command staff felt would not follow their lead blindly. Unfortunately, "politics" always seem to block progress in the HPD.

Seems to me, Louis is not connected to the Ol' Boy network that currently runs this department and is therefore the right person for the Top Cop spot! He will restore integrity, respect and fairness to the HPD!

They should also have a full medical work up including all previous injuries and illnesses (so we don't have another incident like Boisse) and also a full psych exam.
Actually, they should go thru every check a new hire would go thru, including financials.

I think that one of the things people forget about are the two guys from out of state who were in the top four.
They aren't from here, so are not used to these political shenanigans (well, the guy from Chicago may be used to a different kind of game).
Once they realize what's going on, they will do the mainland thing, and sue the city for millions.
And I think they have a pretty good case.
