Rep Fannin speaks to Winnfield Rotary club

He announced he will be a candidate for state Senator for district 35
His topic at Rotary was According to Winn Parish Enterprise
the state's $1.6 Billion budget shortfall.
He said low gasoline prices creates a tremendous
budget problem. One can expect a politician to use that
as a scapegoat.
Truth is, however , that is not a problem at all. When
the citizens spend less to fill their fuel tank, the more
money they have to buy other consumer goods that are
taxed and small businesses make more money
that they pay more income tax on.
Another fact is severance tax is collected on contract price,
not the spot price seen in the daily papers.
Some companies have pre-sold their product for $96.00
per barrel and that is the price that will be taxed.
