There are neighbors who saw the event happen but are scared to go to the police. If any neighbors are reading this PLEASE go to the police with what you saw! They will be able to make an arrest if they have an eyewitness.

You have to go federal if you are going to make a change but be warned; it will take a long time, it will initially be ignored, and in the end you will end up hurting as much as those who did the crime. There have been those who stood-up in the past and we now call them heroes. I suggest getting Obama on board if he will care.
