Taney County Property Assessments-unfair!

I noticed something today that I don't understand. Dino's house, on Foggy River Road next to Lake Taneycomo in Hollister, is listed for sale on Zillow's web site at a price of $849,000. When I look at the Taney County Assessor's web site I see the same property is assessed at $121,923. Wow! Quite a difference between the amount the assessor says the place is worth and the asking price in the open market. He pays property taxes on $23,170. On my property the assessor has actually assessed it at a price HIGHER than adjoining properties are (not) selling for. I am aware of the process to dispute the assessed valuation on one's property, however I feel that is a waste of time. I have never personally known anyone who has been successful at that. I am just curious as to why such a price break is given to the folks down on Foggy River Road? Of course, when a potential buyer learns that Dino's house has been mostly underwater,$121,923 may be the actual selling price.
