Or they actually have an education and ambition. Don't cry about the well connected taking all the jobs when you have a GED and a drug conviction.

Utica has been a job free zone for decades- or at least has few decent jobs.

That's why those of us with educations have been leaving the area for decades.

The sad reality of it all. I am not sure who will be left to pay the taxes to support all the new unemployables moving into the city. I fear Utica will one day be Detroit, a dead city surrounded by well-to-do suburbs.

Upstate NY is facing an uphill battle no matter what they do. The weather is horrible, the infrastructure is crumbling (despite all the tax dollars).

Central NY already has two huge strikes against it, but then the geniuses in Albany make it even worse with high taxes and overpaid government employees.

I kind of like the weather but for businesses it can cost a lot during the winter. I agree on the shoddy infrastructure despite the insane taxes. As mentioned the taxes are just too high and the red tape too long for any business to take root up there. It really is a shame because it is a real beautiful part of the country.
