If a third grader can't read at a third grade level by the end of the year at the latest, then they should stay in the third grade until they can; the same for all other grades.
It makes the smart kids look bad, and pushes those with inadequate skills into progressively tougher challenges that they are not ready to face.
That's what I think about it, anyway. This guy should keep going!
