With the Holland Board of Public Works moving ahead with plans to develop a new natural gas-fired power plant over the next several years and the possible phasing out of coal-fired units at the utility's James DeYoung plant, local leaders are now thinking about redevelopment opportunities for the city's waterfront.

They don't seem the resources to maintain the assets they currently have--and if past projects are any indicator it is doomed to failure.
Why throw away time and money to expand the "Window on the Wastewater treatment plant"?
