Lexington, Ky. Amul R. Thapar, United States Attorney for the Eastern District of Kentucky, Paul Vido, Special Agent in Charge, Bureau of Alcohol, Tobacco, Firearms, & Explosives, Louisville Field Division, jointly announce that a Federal Grand Jury in Lexington returned an Indictment today charging MICHAEL RAY HALL, age 24, of Pikeville, Kentucky, with violations of Title 18, United States Code, Section 844(l), theft of explosive materials; Title 18, United States Code, Section 842(a)(3)(B), distributing explosive materials to a person without a license or permit; and Title 18, United States Code, Section 842(j), improper storage of explosive materials.
The Indictment alleges that in April 2005, HALL stole twenty-two dynamite cartridges and sixty-nine electric blasting cap detonators from a mine in Pike County, Kentucky. The indictment also alleges that HALL stole seven additional sticks of dynamite and distributed it to another individual. Finally, the indictment alleges HALL buried the twenty-two sticks of dynamite and the sixty-nine electric blasting cap detonators in his backyard, in violation of proper storage regulations.
If convicted, the maximum potential penalties are not more than 10 years imprisonment, a fine of $250,000, and supervised release for a period of 3 years.

The investigation preceding the Indictment was conducted by the Bureau of Alcohol, Tobacco, Firearms & Explosives. The Indictment was presented to the Grand Jury by Assistant United States Attorney Robert M. Duncan, Jr.
HALL will appear before the United States District Court on a date and time to be set by the Court in Lexington, Kentucky.
