I find this article nearly as disturbing as the crime itself. If authorities and school administrators knew this dark alley was a problem before hand why was nothing done? And, if a well known problem why the heck didn’t the security detail the night of the dance patrol that area? And, if they knew adult thugs in the neighborhood were known to trespass and hang in that alley, then why the hell wasn’t it patrolled properly the night of that dance. In any school security detail the main building is never the soul patrol point, for it’s widely known most of the illegal activity and safety problems occur in the parking lot or athletic fields.

And, all the blah blah about the street culture lending itself to the degradation of women. Wake up Richmond your city has serious pathologies and each and every young man that partook in or watched the brutal rape are sociopaths. The criminal element that will be reaping havoc in the not too distant future in the form of drug trafficking, rapists, robbers and murderers. They lack a moral and social conscience which makes them a cancer upon your friggen city. Simply disgusting excuses for human beings that should not be allowed back into society. Sadly they likely will because of the lack of laws.

Here’s hoping the DA found some very damning evidence in the cell phone records. For it’s apparent calls were made alerting the pack of wolves to come join the frenzy. Perhaps the DA can throw the book at them for encouraging others to partake in a crime.

Actually, ever since the 1946 Administrative Procedures Act, the Executive (ie-President) branch has been given powers from all 3 branches of government. To condense the act down this law gives the executive branch the power to enact new regulations, ajudicate existing regulations and enforce those regulations.

Do you have any type of grasp/comprehension of which you're talking about????? The APA of 1946 is a law that governs the way in which FEDERAL administrative agencies can propose and implement regulations. The APA also sets up a process for the United States FEDERAL courts to directly review federal agency decisions. The APA has nothing to do with individual state laws; especially state laws pertaining to prosecuting perps in this rape case.
The Richmond rape incident will not be tried under any type of federal law, but under CA state ones.
Again, the legislative branch of the state of CA will need to implement and introduce laws pertaining to bystanders and gawkers during violent crimes. Until they do, crimes like this will continue to happen with little or no legal standing to prosecute on lookers and hold them accountable in the state of CA.

Actually, yes. This is not just a problem with enforcement of local laws, but also of immigration policy and enforcing immigration policy. If immigration had been kept in check years ago (like it should have been) by the federal government; than California, Miami and many other parts of this country wouldn't be becoming the cesspools that they are. Unfettered immigration (legal and illegal), in large part a result of executive agencies running unchecked for decades has played a large part in this. When the APA was passed, it essentially took the seperation of powers out of our government.

And while I do agree, local laws need stronger enforcement and penalties; we can't expect state and local authorities to be able to handle all the issues when our borders aren't protected as they should be.
