Florida Needle Exchange ? 2013

Does anyone know the current status / what's happening since the hearing on Tuesday March 30, 2013 with the proposed bill to begin a Needle Exchange Program in South Florida?
The proposal said the 5 year pilot program will begin in July 2013. This idea is led by a UM Miller School of Medicine student. What happens now?
I think the program will be as successful here as it has been in many other areas. Miami is growing in population and I personally have seen syringes in areas like Lakes by the Bay, which is a nice neighborhood. Right in front of my neighbors house, who is a cop. I have seen needles in our nature parks and in a Taco Bell bathroom. I believe a needle exchange would provide incentive for addicts to properly dispose of their dirty needles, and since they are there getting help already they have a chance to keep going and receive more help to recover from their personal issues/situations that lead to and/or feed their addictions. It will most definitely clean up our Miami, and maybe help rescue a few dozen local lives.. not to mention the benefit for their family, friends, and loved ones. Thoughts?
I'd rather be surrounded by more open-minded and healthy individuals, this is a positive idea.
