A council of four people in Heyburn legislates by "resolutions", doesn't read the resolution at its Council meetings where the public can attend, then the city attorney just reads out the name of the resolution so no one knows what's in it except insiders. Makes its wishes law "effective immediately" and holds "emergency meetings" in secret.

They doubled the sewer tax, agreed to increase the electricity levy twice in less than a year, and are set to increase the garbage pickup tax by hiring the high bidder for waste disposal in heyburn, dumping the old contractor despite public protest, and a twenty percent lower bid.

They do not permit anyone to use even an airgun in Heyburn unless it is in a gun club that they license. How are people supposed to defend themselves until the police arrive?
