Gang team arrests two in Visalia meth case
Police spokeswoman Sgt. Amy Watkins said the Tulare County Agencies Regional Gang Enforcement Team arrested the men following a surveillance operation of a home in the 3000 block of North Linda Vista Street.

The prisoners get put back into society and it seems like an early release to them and seems to add a false sense that their crime really wasnt that serious, and makes them feel like their crime is another step closer to becoming de-criminalized. I know that with some people the lesson is learned at the moment of arrest, but the majority do not get it that quick.
