One of the most important aspects of work is to attend on a daily basis. Our clients accrue PTO(paid time off) and can request it for vacation time, doctor's appointments, dental appointments, psychological appointments, etc. Although, appointments should be scheduled outside of work hours so that when clients request vacation time or personal time off it is available and they can be paid for their time. The process is to request the time off at least 2 weeks prior to the time requested. If the client has the time the request will be honored, if the client doesn't have the time then they could be denied the time off.

We have been very accommodating due to client needs, although unfortunately these procedures are not being followed. Clients are frequently coming in late and being pulled out of the program at various times throughout the day without requests being completed, often stating that their appointments are in the middle of the day or that their IRC(Inland Regional Center) counselors met them at home. When making appointments make sure that you are stating when you are available(outside of working hours), also IRC(Inland Regional Center) counselors can visit you at Hillside Enterprises and it will take less time away from your work time/earning time. Clients are also returning to work without doctor's notes after being out sick for 3-5 days. Unfortunately when that happens, the clients end up sitting in our office until someone from the home picks them up. In order to continue to teach our clients the importance of attending work and following procedures we are asking that you make effort to follow our personnel policies.

1. Introduction:Welcome to Hillside Enterprises. We are glad to accept you into the program. This handbook is your guide to the benefits offered by Hillside Enterprises and the rules and regulations of our program. This guide will explain the process and procedures for your services as you progress through referral, job development, employment, case management and the job-coaching phase of the program.

3. Program Purposes, Work Services/Work Assessment:To gather information regarding your skills, work stamina, attendance, motivation, likes and dislikes, etc. This information will help us determine if you are prepared adequately for Supported Employment and what kind of job setting would be best for you. We will also be assisting you through this program to learn more about what it takes to get a job and to hold a job.

4. Supported Employment:To work with you on finding a job that meets your needs and interest. Once that happens, a Job Coach will train you on that job and will provide ongoing support on the job. We will also be assisting you with developing social and interpersonal skills that are appropriate to that job site and will help you to interact with your co-workers and supervisors.

5. Admissions Criteria(Work Services/Work Assessment and Supported Employment)
-Must be at least 16 years old with working papers
-Eligible for Regional Center services(Work Services/Supported Employment)
-Eligible for the Department of Rehabilitation(Work Assessment)
-Must demonstrate the desire to work
-Potential to follow directions, work independently, and work cooperatively.
-(Work Services) Must display deficits precluding immediate placement or replacement in a supported employment setting.
-Must maintain satisfactory attendance based upon individual needs.
-Must be able to use the restroom independently or provide own attendant.
-Must be able to administer own medication(if needed during working hours).
-Must not need an inordinate amount of supervision.
-Must be able to utilize public or/and private transportation(determined by your regional center).
-Must have the support of a parent or care provider and counselor to obtain and maintain employment in the community and to participate and progress in the program.

7. Work Schedule/Wage Payment and Benefits(if you receive a paycheck from Hillside these benefits will apply. If you are unsure of your situation, Case Management will inform you who your employer is.)
Each program participant is expected to follow his or her employees work schedules as assigned. You are also to recognize only those holidays and receive only those benefits, which are acknowledged or provided by your employer, company or business. To be paid for any holiday, employees must work the schedules day before and after the holiday, unless prior authorization has given. Under no circumstances will an employee be paid for a holiday if he/she has not completed at least 5 days of employment prior to the holiday.(Hillside Enterprises paid holidays are:New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and Christmas Day)* Annually there are approximately four additional closure days which are not paid and apply only to Hillside Enterprises Work Activity, Supported Employment, Vocational Assessment & Direct Placement Program Participants.

8. Paid Time Off(PTO)(Vacation and Sick Time)
Following the initial 3 month period of employment, you will begin to earn paid PTO time as follows:
From the first to the fourth year (1-4) of employment(following the end of the initial employment period), if you are working full time you will earn paid PTO at the rate of 3.57 hours per month or 5 days per year. From the fifth to the ninth (5-9) year of employment, if you are working full time you will earn paid PTO at a rate of 6.95 hours per month or 10 days per year. From the tenth year and longer(10+) of employment, if you are working full time you will earn paid PTO time at a rate of 10 hours per month or 15 days per year.

9. Social Security Issues:It is your responsibility to notify the Social Security Office of any change in your work earnings, either increase or decrease in your check. Call your local Social Security Office and talk with a representative about how often and where to send a copy of your check stub. A representative of Hillside Enterprises will provide you with additional information about the impact of work on your benefits should you need it.

10. Group Participants:May either be employees of Hillside Enterprises or the company where you work. Your Job Coach will inform you of your specific situation. You are an employee of the company that generates your paycheck. if you are a Hillside Enterprises employee this handbook will provide you with the benefits and conditions of employment. You will be paid an hourly rate based upon your level of productivity and the prevailing wage of the job site in which you are working. Your wage is determined by conducting a Time Study which measures your rate and quality of work against an industrial standard. These evaluations are performed at a minimum of every 6 months or as needed and are reviewed with your Case Manager and you.(See attached DOL certificate)

11. Hours:Client's involved in this program are employed by Hillside Enterprises and work Monday through Friday at the following locations:
-Long Beach location at 8:00am to 3:45pm
-Hesperia location at 8:30am to 3:30pm
These hours may change when you start participating in trial community placement sites. Your Case Manager will explain the schedule changes to you in advance.

12. Pay:You will be paid piece rate when you perform contracted in-house work at the base program. If you are placed in a trial community placement, the first two weeks on the job you are paid at a rate of one half of minimum wage. After that period you will be evaluated by a time study and paid an hourly rate calculated by your speed and quality work based against an industrial standard. You will be paid an hourly rate based upon your level of productivity and the prevailing wage of the job site in which you are working when you participate in a community trail placement site.

13. Program specifics:You will be participating in a variety of in-house contracted production work and will also be given the opportunity to try out several jobs within the to work in the community to going out to the field for next year of 2-year job full time job or/and Community College/Education. You will be working on a regular basis with the Job Coach and Line Supervisor to develop goals and objectives that focus on developing your work skills, work ethics, and establishing vocational goals and interests that will be necessary for you to successfully gain permanent community employment. There is not a specified length of time that you must participate in Work Services. The length of your program will be decided by your progress, performance and choice. However, our goal at Hillside Enterprises is to transition those clients who are in Work Services into Supported Employment if they desire when they are read.

14. Vocational Assessment:You will participate in an initial intake meeting consisting of your Department of Rehabilitation Counselor & Job Developer, the appropriate Hillside staff and whoever you wish to be in attendance. At this time you will be given an estimated start date to begin your assessment. The Program Coordinator will notify you by telephone to confirm the date. The purpose of assessment is to evaluate your skill level, work ethics, attendance, motivation, socialization skills, etc. This information will be used to make a determination about your readiness for employment. You will be participating in a comination of trial community placements and a small amount if in-house contracted work. You will be assigned to job sites that represent various occupations and requirements and require different skill levels. You will be supervised at each job site by the assigned Job Coach who will evaluate and observe your attendance, skill level, interest level, motivation and progress, etc. At the end of the assessment you will participate in an exit meeting with your Program Director and Rehabilitation Counselor to review the results of the assessment. Recommendations for further services will be identified and discussed at that time.

15. Case Management:As you remain on the job, you will regularly meet with your Case Manager who will be assigned to you as soon as you begin your job.(Note page 19 for the name and number of your case manager). These meetings are to identify, develop and monitor goals and objectives that have been designed to ensure your vocational success and satisfaction.

16. Case Manager:Your Case Manager will assist and monitor your vocational progress. One of the ways your Case Manager does this is through the Individual Habilitation Service Plan(IHSP) meetings. These meetings help your Case Manager gain information from you and your Job Coach regarding vocational choices, strengths and weakness. You will work together with your Job Coach, Case Manager and any other individuals that you want involved in developing your goals goals and objectives. The plan will include a vocational summary, job specific goals and services, and any outside factors that may impact your progress. These meetings are held once every six months or as needed or requested. You may contact your Case Manager at any time if you experience difficulties or concerns on the job.

The IHSP information is kept in a case file along with previous records, case notes and documentation with regard to vocational programming. You may gain access to your records at any time by speaking to your Case Manager.

Also contact your Case Manager if:
-You have any questions regarding your job.
-You have any problems or concerns.
-You are ill, tardy or requesting vacation.
-You would like to review your plan.

17. General Work Rules:Fighting or disrespect toward staff or other workers, is not tolerated and can lead to dismissal from Hillside Enterprises. The following are the steps that will be taken when there is an occurrence of violence in the work place. Based on the severity of the issue; an Interdisciplinary Team Meeting will occur involving your Hillside Enterprises Case Manager, your Regional Center Case Manager, yourself and any other support staff you desire. Based on the nature of the violence the following could occur; suspension or termination form Hillside Enterprises.

18. Good Housekeeping:Good work habits and a neat place to work are important for job safety and a nice place to work. You are expected to keep your work area and your lunchroom free from trash and other items that could cause safely hazards(such as lunch boxes and bowling ball/bag on the ground and however, you will put it into the lockers to use a locker key to put the back packs into the lockers) Report anything that needs repair or replacement to your supervisor.

19. Job Duties:If at any time you are not sure of your job, ask for help from your Job Coach. Be sure that you are doing your job correctly; take pride in the quality of your work. Be considerate to customers, visitors and co-workers. The quality of your work is equally as important as the amount of work that you complete.

20. Dress Code:Clothing must be appropriate for the work site. If you are unsure of what type of clothing to wear check with your Case Manager. No gang related attire or excessive jewelry is allowed. You must wear closed toed shoes and clothing that fits properly. Clothing with holes and tears is not appropriate. Remember, good grooming(combing your hair, shaving, using deodorant) is an important part of how you present yourself at work.

26. Leave of Absence:The following provisions set forth, the employer's policies on leave of absence. if you have any questions regarding the application of any of these policies, please do not hesitate to contact personnel and/or your supervisor.

29. Grievance Procedure:You may voice grievance using this procedure:
-You may state your grievance to your Job Coach or Case Manager.
-A report describing the issue will be filled out by the Job Coach or Case Manager and read to you.
-Once the report is acceptable to you the Director of Rehabilitation Services will review your grievance.
-A written response signed by the Director of Rehabilitation Services will be read to you and given to you within one week.
-The response will state what action was taken, or it will state why no action was taken.
-If you do not agree with the response, you may then present your grievance to the Executive Director.
-The Executive Director will respond to you in writing within two weeks.
-If you are not satisfied with the response, your grievance may be presented to the Hillside Enterprises Board of Directors, via the Executive Director.
-The board will review your grievance within two weeks, the Executive Director will be responsible for enforcing the Board or Directors decision and respond back to you.

30. Discharge/Exit Criteria:
A. Development of a major behavior problems.
B. Development of a major long-term medical problem.
C. At the client's request.
D. Completion of the program(assessment component).
E. Displaying a lack of desire of work.
F. Determination by Interdisciplinary Team that this program is no longer meeting the Client's needs.
G. Exibiting no commitment to meet the responsibilities required by the program.
