New York State law6 requires that “each county shall continue to maintain a county jail as prescribed by law”. Typically these jails
house individuals awaiting trial as well as offenders who are sentenced to one year or less. New York’s 57 county jails, which are
generally under the purview of an elected sheriff, are overseen by the State Commission of Correction (SCOC), which was established pursuant to Article XVII of the NYS Constitution. After the Attica
riots of 1971, the head of the Department of Correction was removed as the chair of the SCOC and it was made an independent agency.

By the 1990s the SCOC began aggressively addressing overcrowded conditions, pressuring counties to expand existing facilities or construct new ones. From 2000 to 2010, 2,649 beds were added, or
built as part of new facilities, in 15 county jails, according to an SCOC document obtained from NYSAC (New York State Association of Counties).

The number of beds the county must build is based upon the SCOC’s prediction of future inmate population, which is in turn based on a Federal formula. Some counties believe their needed
capacity was overstated by SCOC while others deliberately built larger in an effort to have extra capacity, aiming to generate revenues
by boarding in inmates from other jurisdictions. However, SCOC’s current leadership has made it clear that the practice of transferring
inmates, in large numbers or over the long term, is not a desirable strategy.

If a county jail becomes unfit or unsafe for some or all of the inmates, SCOC must designate another facility within the county or a jail of another county for the confinement of some or all of the
inmates. As described in the accompanying CRREO study, this is generally done on a case by case basis, for a limited time. While a county may seek a variance from a violation of an SCOC standard,
the SCOC has often used denials (or withdrawals of previously granted variances) to induce counties to comply with its wishes.

We don't have an agenda. We are a nonpartisan community action group. The videos we post are a visual representation on the minutes of the legislature.

But please "moron" provide me where we have an agenda. Because being a member I didn't know we had one. Other than to inform the voters by showing them what happens in the chamber on the 3rd floor. As well as better herkimer county where it is needed. But please where's our agenda. That sounds like some good ol boy jimmy bono or patty russell would say.

the OD had a great article on the need for citizens group because the entrenched politicians arrogantly believe the citizens who they are suppose to SERVE have no right to see how the elected are governing. While I don't go to meetings I am glad the Citizens group tapes the meeting. That service alone is worth so much in letting us know the background on what they are doing and it ain't pretty. That Bono boy is shameful. He might get reelected but not because he is good, just because he is connected.

The village's attempt to force the county to reimburse the village for more than $231,000 of water and sewer charges which went unpaid by the operators of the Quackenbush facility.

$231k + legal fees = DUMB

Get the freaking courts to push the paper faster so we don't keep the dead wood around so long. Fix what was the new jail (It can be done) and open the old one up so you have a 24 hr holding area.

Come on... are we serving dignitaries or prisoners here? Whoever is pushing this on the county side is not looking after the best interests of the citizens. Now your gonna send taxpayer money outside of the county to fight citizens in the county? Gotta be a law against that huh? Get over it... the idea sucked and now good money is going after bad.

Um, the village did not rezone, moron. Keep guessing. They passed a local ordinance that a jail will not be built and it did not involve rezoning at all. The P&C property is still the same commercial zoning that it always has been.
