They do not have authority to mandate the building of a jail. They can indeed close a jail if it does not meet their standards. While that may confuse our politicians, if they had any courage they would challenge the SCOC and also challenge COUMO to require counties to work together to solve the jail problem across NYS and especially in Herkimer and closer counties. but that would require leadership and that is lacking at all levels of government. so the taxpayers are stuck paying for a jail that is too big and idiot politicians who think they can make money on it. You elected the idiots..so what's that make YOU!!

State Commission of
Correction (SCOC)
SCOC oversees all correctional
facilities in New York State
including state prisons, county
jails and penitentiaries, and city,
town and village lockups.
Correction Law provides a great
deal of discretion and authority
to SCOC to ensure that inmates
are receiving proper care and
are in a humane setting. As
such, SCOC is able to
promulgate rules and regulations
establishing minimum standards
for correctional facilities.
Yeah, we already knew that, Poindexter. Key word in that being "DISCRETION". Key word missing, "MANDATE".

Exactly. They do not mandate.

Cuomo saw to it to close State prisons and consolidate inmate populations. Why not encourage counties to work together with jail issues? Fulton and Oneida have enough space EACH to house all of Herkimer's inmates and still have room. Think regional.

You are correct, the word used below is "MANDATED". See if you can find. I know, it's a big word for you...3rd paragraph 5th line.

http://ccrjustice.org/learn-more/reports/repo...

The growth in the number of people held in jail has not been caused by an increase in crime, as index crime reports decreased by 30 percent in the last decade in upstate and suburban New York overall. It has also not been caused by an increase in the base population, which increased by just 2.6 percent over this same ten year time span.

One major factor in new jail construction has been the State Commission of Corrections, a state agency appointed by the govenor that has been directly responsible for the size and scale of new jail construction in New York State. Although providing no financial assistance to counties building new jails, the SCOC has mandated the size and timeline of their construction and dealt financial penalties to counties who have chosen to pursue alternatives to expansion instead or do not otherwise comply.

that is an opinion piece, not factual material. Give examples of any jail that was mandated, if you can. But you know you can't.

BTW, I also noticed there is no date as to when that was published. The only thing referencing any date is "By the close of 2007", meaning your link is both outdated and irrelevant, as its over 5 years old.

Translation, you haven't a clue.

Honey don't get mad.

New County Jails
By the 1990s, SCOC began aggressively addressing
overcrowded conditions, pressuring counties to expand
existing facilities or construct new ones. Since 1995,
over 30 counties have built more than 6000 new jail
beds. When planning a new or modified jail, counties
must receive approval of the plans and specifications
from SCOC. The number of beds the county must build
is based on SCOCís prediction of future inmate
population. Some counties believe their capacity needs
were overstated by SCOC, while others planned for
larger facilities to generate revenue by boarding in
inmates from other jurisdictions.

How many times do you need to be told. Herkimer County let their architect tell them how big the jail needed to be and then sent those figures to SCOC who accepted them. The Architect Labela is credited with trying to get SCOC to lower their expected size. It is all BS. They will pay Labela hundreds of thousands to build this too big jail. Me thinks you need to follow the money!

outdated and irrelevant today. Like you...

La Bella tried inflating crime data to make it look like there would be a continuous trend upward of inmates in Herkimer County. Actual crime stats on file with the State for Herkimer County show a relatively flat crime and conviction rates. La Bella was pushing the County to build a facility with over 200 BEDS! The highest number of people ever incarcerated by Herkimer County at any give time was somewhere around 80. So why build a facility for 200?

Moot now because the La Bella "studies" are nearly a decade old and likewise, irrelevant and outdated. Several hundreds of thousands of taxpayer dollars pissed away.

Upcoming build you say as if there is a set date to break ground. Hardly. They haven't even adopted a site yet, let along take possession of any property to build it on. Putting the cart before the horse? So it seems....

Interestingly enough, I linked to that document here on Topix about FIVE years ago regarding the issue of full board out NOT being a long term solution. You're pretty late to this party.

It "will" be built in the 130 bed range and under 33million you dumb fk.

This info http://ccrjustice.org/learn-more/reports/repo... you claim is not from and offical site. The the exact same info from http://www.nyslocalgov.org/pdf/Regional_and_C... you claim is out dated, irrelevant and lame?

The video dated April 30th... http://herkimercountyconcernedcitizens.com/ca... ...where the Legislature explains how they convinced the state to reduce the number of rooms must be incorrect too. Because you claim the architect dictates.

You are a complete idiot. Show us a supporting link.

This is not a discussion, no one cares what you think and you can't change a thing. This is what is going to happen...

We are getting a jail it will be built at the P&C site. The size is to be in the 130 bed range and under 33 mill..

Smile fag-boy.
