There are 3-4 cells that have not used for some time because the locks aren't functioning. Ask around.

They are on the side of the building where 3 inmates escaped from a few years ago. A lot of people knew of the issue over there but they still housed people in those cells. It was a matter of time before someone finally did escape.

Are these 3 locks not fixable? Deferred maintenance seems to be the general problem. Fix what's wrong. Build another floor if you have to. The leaky roof will be a subfloor so that won't be a problem anymore, you will have more cells, and will get a new roof over the new floor which will automatically be designed as the new recreation area that so much needed. There. Solved the problem and saved the county $25,000,000. You're welcome.

I'm not here to spoon-feed your dumb azz. The state requires all counties to have a jail. There are minimums at the tune of 1.6mill yearly. Plus at that minimum it will cost us around 3 million for shipping our inmates to other facilities. Are you adding? 1.6 + 3 = 4.6mil a year.

We house about 20 inmates and pay to board out about "60" inmates. Fix a few locks and build a floor? Not quite the answer, but thx for the comical thoughts.

4.6 miilion is about the current operational costs, Boarding out included of running the Jail and entire Sheriffs Department.The Counties own projections although questionable, state that their projections of operating the new 35 million dollar facility will be almost identical.
Problem is they do not include the $9 million in /tobacco funds expensed, the costs to taxpayers in the form of a 1/4% sales tax($450,000 monthly),bonding and intrests. All told it would take the county over 30 years to pay for this facility, then of course it will be obsolete, see the problem?
Not only are costs detrimental, but the social and quality of life issues associated with large incarceraition facilities as well, can you say Utica?
A 5 million dollar facility is nothing more than politicians building a monument unto themselves.

Except Utica does not have a jail so your reference to Utica is mundane and illogical. Besides, there are no social and quality of life issues pertaining to county jails. You are confusing county jails with state prisons, which house longer term inmates. Families of inmates at county jails don't move close to those facilities because chances are high THEY ALREADY DO live close. Not to mention County jails house inmates sentenced to no more than one year of incarceration.

You also fail to acknowledge taxpayers in Herkimer County ALREADY ARE paying that 1/4% additional sales tax and have been for over 4 years now. Again, moot point.

You're looking on the wrong page. Look under variance for county jails in NYS. The state mandates.

In new jail construction the State Commission of Corrections, a state agency is directly responsible for the size and scale of new jail construction in New York State. The SCOC mandates the size and timeline of their construction and dealt financial penalties to counties who have "chosen to pursue alternatives to expansion instead or do not otherwise comply."

The State Commission of Corrections’ involvement in county jail expansion occurs when it determines that a local jail (like ours) is operating at a greater capacity than it was designed to hold
or that the county will require increased jail space in the future and will therefore require expansion. The SCOC has legal control of the classification system of county jails. They determine how many people can be held at a given facility at any time.“Variances” are granted by the commission to a county to allow them to hold beyond their single-bunk cell capacity.
The SCOC has historically granted such variances for long periods while county officials work to resolve local crowding problems. When the State Commission of Corrections “pulls” the variances, counties must either pay legal penalties for holding more than their allotted capacity or pay to house people at neighboring county jails while maintaining a minimum four bed facility. Thus, variances have become a powerful tool that commissioners wield in their negotiations with counties over new jail construction.
