HERKIMER — As municipalities wade into budget season, the village of Herkimer might need the help of the state Comptroller’s Office.

Mayor Mark Ainsworth pointed out at a recent Board of Trustees meeting that the village board could bring in a control board from the Comptroller’s Office to help with balancing the budget.

Ainsworth said he wanted to make the board aware of the option.

“If we feel we can’t seem to make things meet and provide the services that we provide, we may have to look at that option,” he said.

Ainsworth said if the control board came in, officials would take a look at the operations of all the departments.

But he added that it’s a last resort.

Preliminary numbers show retirement costs increasing $65,000 for the 2013-14 budget, and that’s tacked onto the already $1 million-plus bill, Village Acting Clerk Treasurer Amanda Viscomi said. Health insurance costs also are more than $1 million, she said, and are anticipated to increase 17 percent.

“Health insurance is absolutely out of control,” she said.

The village’s 2012-13 budget is slightly more than $6 million, Ainsworth said.

A big challenge for the village, Viscomi said, is that more than 50 percent of the properties in the village are tax exempt.

“That makes it harder for us to do business,” she said.

Scott Tranter, owner of Crazy Otto’s Empire Diner on North Main Street in Herkimer, said the village hasn’t been doing enough to address the issues it faces.

“They’re not very progressive. They’re not future thinking,” he said.“They’re looking at the past, rather than what could be if we took some chances and roll the dice with development.”

When asked whether the village has considered incentives to entice new business, Ainsworth said “that’s really not our job.”

He added that if a tax break was considered, other entities such as Herkimer County, the town of Herkimer and the school district would have to be on board.

“Certainly we can try to market the community,” he said.“But there are other organizations out there that should be doing marketing. That’s what their job is.”

The Mayor says that it not their jobs to entice new business or market Herkimer! WTF! They are blaming everyone else for their mismangement. Throw them out. Do't forget Hartman too, he was part of this mess. Not one fiscal brain on the entire board, very sad. They only care how Main Street should look. Herkimer... POOF!

They have continued for years to mismanage this village and now they are looking to take the easy way out by letting the control board come in and be the bad guy. Hard working public employees will now face losses because of their ignorance. Mr. Tranter is right, the village does nothing to promote anyting. The only thing they're worried about is making sign laws and worrying about what color buildings are being painted and wasting tax payer money fighting the county. Hey Herkimer Board, take the money from the county that's still on the table and put an end to your financial troubles. Get a board and village clerk in there that can manage finances.

Get rid of the paid fire department ...many other villages/towns in the area have a volunteer dept an they seem to manage just fine...One huge financial burden GONE!!! Second would be to get rid of the mayor and get a mayor in there that is not a puppet!!!

Since when is it NOT the mayor's job to try and draw business to the area?!?! Even if it isn't their job you sure as hell don't say 'It's not my job' to the paper. Sugar coat it somehow but you don't tell a reporter it isn't your job. Ainsworth has worn out his welcome as mayor. Time for some new blood that isn't afraid to take the bull by the horns and make the drastic but sure to be unpopular cuts we need. I still can't believe Ainsworth actually said that. He should be impeached.

Why the hell is the board still wasting our money fighting against the new jail? It looks pretty stupid to spout off about being broke and then refuse a million dollar handout from the county.
Take the money from the county, we will have a nice new facility in an ugly empty lot and use the money to pay off bonding or debt. This will free up taxpayer money.
If needed, then lay-off one person (through attrition) from each department. With benefits figured in, that would probably result in about another quarter-million + in the coffers without having a devestating effect on any one department.
This is not brain surgery.

Purchase less expensive equipment, smaller police vehicles (saves on fuel), look at good used fire apparatus and DPW equipment. Share with neighboring communities.

Just some ideas to get us back on our feet.

Or, just go bankrupt and have nothing.

You people need to move on. Truth is, Risi retired. Yes there was criminal charges, and he's done his time for them. But in the end, he had his time in and retired. You people seem to forget that back in the day, the Public servants made crap money but had decent benefit packages while the people in private industry made good money. Now in a time when society has hit rock bottom and crime is through the roof, you want them paid less for dealing with more.
I don't see the economy have an effect on fires though. The Fire department could be abolished. Let's look at their last fire, the church st fire. They stood around for a half hour before even putting water on it. They average maybe 3 fires a year, that's a lot of wasted money sitting in lazy boys waiting for a fire. They don't even have an ambulance, that could bring in hundreds of thousands revenue every year.
How about the village fighting the county tooth and nail over the jail issue. The jail has been in the middle of the village for over fifty years. Now they want to put it on the outskirts of town and because Katie Nichols doesn't want it there, the board wastes money fighting them. Just like they wasted money with her stupid sign law that was found unconstitutional. Maybe they should let the people vote on the jail. They cold make an easy million plus from the county, but because Katie doesn't want it near her house, they waste legal fees in fighting it. This board continues to waste tax payer money time and time again. It's time to get this board out and get people in that will have work for the people. Let's also not forget, these board members are also taking a salary and benefits for making one meeting a month. Time for a change. If Ainsworth's job isn't to promoting the village, then who's job is it?

You hit the nail on the head. Ainsworth doesn't run this village. Katie Nichols does. She's the one who pulls Ainsworth's strings. Ask Tony Brindisi how hard it is for him to get anything accomplished with this Board.

Here's an idea: get rid of Steffolano, or is it stuff-his-pockets-olano. And then look into what he did for his own interests with the now famous Steffolano Wall and Steffolano Bridge by his son's house, and have him pay the village back. That grant could have been put to better use.

Here's another idea: force the college to pay their false fire alarm fees. And also charge the stores for picking up all the shopping carts. Make a shopping cart impound lot and charge per cart when the stores come to retrieve them. And what about codes fines. Start writing tickets. Everyone is too comfortable at their jobs. Maybe the state coming in would be a good thing. No favorites to protect and no favors.

You're right. This really should be looked into. Yes there was a big grant, but also the village paid a portion and village workers did work too. I drove by many times and saw them. Good point also about the SUV's for police vehicles? For a tiny village?
