HERKIMER — The Charles W. Soule Police Benevolent Association is objecting to the removal of two vacant police positions, according to a letter from the union that was recently published in local print media.

The Herkimer village board, at a meeting Monday, considered a resolution to authorize the village clerk to publish the police officers’ pay in the newspaper. It was noted the information is public and anyone can obtain it by filing a request under the Freedom of Information Act. The board tabled the matter, but may consider it again at an upcoming meeting.

The PBA is currently involved in negotiations with the village for a new contract to replace the one that expired June 1, 2013. The agreement that expired last June “was a one-year contract in which the PBA agreed to the temporary suspension of five separate benefits provided to them under the preceding collective bargaining agreement and took a zero percent pay increase, all to assist the village through difficult financial times,” PBA President Jonathan Reska stated in the letter.“Those temporary suspensions have now expired and those benefits are once again in effect.”

He said the union is negotiating for a contract from June 1, 2013, forward.

Reska states under the collective bargaining agreement, the Herkimer Police Department is to consist of at least 20 full-time Municipal Police Training Council-trained and certified police officers.

“Nevertheless, at a recent negotiating meeting between the village and PBA, the village’s negotiating committee reported that the village has unilaterally removed two vacant police officer’s positions (resulting from normal attrition and not yet replaced) from the 2013-14 budget due to alleged financial difficulties being experienced by the village,” he says in the letter.

Despite these financial hardships, he said, during the past six months the village board filled two vacancies resulting from retirements in the CSEA immediately following retirements, a vacancy in the Herkimer Fire Department following a retirement and hired a temporary employee for several months.

His letter notes the village accepted a grant for a beautification project that requires the village to contribute 20 percent of the cost.

“Although the union believes the grant should be warmly accepted, the allocation of approximately $164,000 out of the village budget to ‘beautify’ a single street causes concern by the Herkimer PBA when the budget reflects the failure to properly finance a department responsible for public safety,” Reska states.

He said the PBA has made several suggestions to the village board to reduce expenses or generate additional revenue. These include establishing a municipal ambulance, similar to those in Ilion, Little Falls and Utica, and consolidating the codes enforcement officers into the fire department. Reska stated the village could also hire a clerk rather than having those duties carried out by a deputy clerk who “gets paid overtime to perform functions that the clerk would be required to perform within her regular salary.”

These money grubbing useless animals we call civil servants try doing your jobs. You want more cops, more money and more benefits for what so you can sleep on Marginal Road at night? For the money we pay in taxes and what little we receive in return F$&k Off you lazy bastards. Crime set an all time high and getting worse and you want more. Why us it every time something happens in this village the State Police are called in? Stop the guy breaking into our homes and we might think a little more of you.

What a goddamn joke. The idiots can't catch a bank robber two blocks from the police station and with pictures of him and his truck! Of course they don't want their salaries published. Just go to seethroughny.com and you can find all the public employees salaries your heart desires. Our village cops making 60, 70 or $80,000 a year is ridiculous. Malone can't speak in complete sentences but makes a hundred grand between Mohawk and Herkimer. Nice how he takes a Herkimer police car, goes to Mohawk and does work there on Herkimer time. He thinks people won't notice if he parks out back. I could have sworn that's illegal, but then again his handling of Risigate showed that he isn't overly concerned with stupid things like laws. Risi getting a full pension is reason enough to eliminate one position.

All this kiddie blame and manure mouth stuff doesn't provide any solutions or make you smart enough to see what the real problem is. Going forward, most villages are not going to be able to afford a police department PERIOD. You can trash talk salaries/benefits and your version of their job performance all you want and for a little perspective. we should publicly give everyone a chance at evaluating you as well. At the end of the day, with over half of the properties in the village untaxable,any form of police or fire coverage for the village is either going to not exist, or you are going to have to move to some form of county coverage. There is no other end game.

Did you read the letter? They are down officers. They don't have enough man power to do their job properly. Read the letter.

Tough. These days you have to do more with less. 20 or even 18 full time officers is plenty to get the job done.

Get rid of the damn desk officer! We don't need to be paying 70 grand a year to have a sergeant answering phones! Hire a civilian dispatcher like Ilion, or better yet, turn the phones over to 911 like they should do and put that desk officer out on the street where they belong. That is where Malone fails as a chief. He is clearly incapable of figuring out ways to save money and provide a steady level of service. He's more worried about where he going to park at the Mohawk PD after lunch while hoping nobody will notice his car and realize he's double dipping.

seriously?? My version of job performance??? This village is in the bottom 5 of New York State communities. You never see cops patrolling the streets, how many homes have been burgarlerized? Two trips to the College for massive fights and yet they have time to sleep on Marginal Road at night and let's not forget the drug deals on Main Street no cop ever sees. One the police are scared of the criminals and two the police Cheif is weak at best. In regards to manure mouth I would like to let you know I brush three times a day, floss and use listerine besides two check ups a year with the dentist. Since we have weak nonexsistence police it's time to get a dog and pistol permit so my family can be safe since we have don't have police in this village just unionized money grubbing thugs.

18 out of 20 is a10% cut. How many depts in the village have had cuts I wonder? what was staffing 10 years ago vs today and what was staffing 5 years ago vs today - overall and in each dept. Sick leave and vacation, etc, are all taken into consideration when setting staffing levels so that's not a consideration. Technology has improved greatly since the number of 20 was invented, thereby, decreasing the need for so many bodies perhaps? A 10% cut is not bad at all. Overtime should not be allowed for people to take scheduled time off. The PBA should not be saying how others should be saving money (how hiring another person because one gets some overtime can save money is a mystery), they should be saying how they will save money. And to say they want to give back money from the state to help the village becuase they are short 2 staff makes to sense whatsoever, agree or not agree with making the village a little prettier. Very poor showing for one union to be slamming other unions and other staff directly. Very sad that they paid money to say out loud they do not want to be part of a solution; their intent evidently is to divide. I can't believe a union would back such a thing, but they evidently did.

Their intent is to get what they want. There is a web of wars between all the unions and the village. Too many unions if you ask me. All the public officials and employees should be village employees, not union employees. You know exactly what I mean by that. If the village feels that a position should be eliminated or if someone should be fired they should be able to do it promptly and swiftly. Unions just get in the way of progress, just like in the schools.

Seriously. Where else have you lived ? I have lived all over the country in a wide spectrum of communities and you think I have never run across random shooters, residential burglaries, drug deals, college fights, and a whole lot more ? Pretty typical stuff anywhere. You think the police can prevent any of it ?

Again, all of your trashing is pointless unless you have the solution on how small, local villages can fund police protection beyond the next year or two.

If you do not like paying the bills for your own police department, the only solution remaining is to increase the tax pool to some form of county police force, which is common elsewhere. One of the reasons the county fiscal health is good is because they don't provide anything. Other than BOCES, I am not sure what they do. Is county fire/police politically feasible ? That is up to you.
