Butler: Outlaw Masturbation While Driving

ALBANY -- A central New York assemblyman proposed legislation on Friday that would make it illegal for motorists to masturbate while driving.
Marc Butler, R-Newport, said that recent laws prohibiting “texting” on cell phones while operating a motor vehicle pave the way for similar legislation banning masturbation while behind the wheel.
“Self-gratification has no place in a car or truck,” Butler said in a news release.“The activity can be highly distracting and poses a distinct and grave danger to both the masturbator and his or her fellow motorists.”
Butler pointed to a two-car crash near Oxford, Chenango County, in October 2009 that killed a Norwich schoolteacher and mother of three. Truck driver Wilbur Bellinger, 49, of Scranton, Pa., veered across the center line and struck the teacher’s car.
Bellinger, who was uninjured in the crash, told state police he was masturbating and near the point of orgasm when he lost control of his mid-size truck. He was charged with reckless driving, which carries a maximum penalty of a $500 fine and 10 days in jail.
Butler’s bill would make masturbating while driving punishable by a fine of up to $2,500 and one year in jail.
“Not many people seem to think that masturbating while driving is a common occurrence,” Butler said.“Our research indicates otherwise – in fact, we believe that 10 to 20 percent of motoring public, both men and women, have masturbated while behind the wheel at some point. A small number, especially truck drivers, engage in the practice regularly, even once or more a day.”
Butler declined comment on whether he himself had ever masturbated while driving.
