Maybe if all the Officers in the new sub station in the Sibley's building spent the majority of their shift in a letter writing campaign to all the criminals in the 19th ward, it would have a bigger impact??

That's accurate. They need guidance and regimen to sustain themselves. Left to their own devices, they self destruct. They are disenfranchised because they don't get how to live in normal society.
