NCDA and the universities are having a turf war over who runs the stations. Pros and cons on both sides. But there is duplication of services having both agencies involved. Of course Troxler wants NCDA to keep them (and rightly protect the jobs involved), and the universities want to run them, for the better efficiency we might have with that kind of setup. So both agencies are scrambling to justify themselves. Meanwhile, the workers worry about their jobs.
