I think there is an overpass for bicycles on that stretch of highway....maybe he didn't see it or thought it was a waste of time. In any event, I can't imagine what his parents must feel. Unfortunately, I don't know what it is about young drivers in the State of NJ but they are VERY wreckless and irresponsible. I can't tell you how many times I've had to dodge one of them - both male and female - in order to avoid an accident AND with my kids in the car to boot!! This is the kind of thing that fuels road rage.
