Escalating litter problem in Hebron, Ct.

I moved to Hebron five years ago because I loved the small town country feel of our town. I live off of Loveland Rd which connects to our main thoroughfare Route 66. Anyone who travels this road knows that we have an ever growing unsightly litter problem, so every few months I have gone out and picked up the casually tossed trash along the sides of the road. Yesterday I walked less than a quarter of a mile and still managed to fill 9 grocery bags and that is just collecting what is on the edges of the road not going onto people's private property or what is stuck in trees. I found the following:b
11 large plastic drinking cups (mostly Dunkin Donuts but also
Blimpie and McDonalds)
16 empty liquor nippers
1 empty pint of vodka
1 empty fifth of vodka
1 empty box from a case of beer
1 empty beer bottle
1 empty pizz box
countless straws
numberous pieces of paper and fast food wrappers.
This should be a wakeup call to all the residents of Hebron that if this must trash is found on a few hundred yards of our town streets what must the overall picture be. Does anyone have any suggestions as to why our residents think our town is one big trash can and how can we reverse this mindset? Thanks for reading.

Sadly, just a day after I gathered all the trash on this quarter mile stretch someone has already dumped 2 plastic hanging pots and more drinking cups....really folks!
