I can not stop from noticing the strong foreign accent from the build inspector, and the fact that the contractor, building the home was Chinese, and that the Worker that Died is possibly also from Mexico, Raul Zapata possibly would not have died if at some point an English speaking native born American would have seen the Ditch and ordered a guard to enforce the stopping of work, I maybe slightly jaded but I think any knowledgeable professional would have guarded this site, with personal to stop anyone from being in the ditch, look forward to a law suit against the city of Milpitas. my sincere sorrow to the family.
