Charlie Plummer deserves all the kudos he receives at this time of his life. He has certainly changed alot of lives positively and has impacted people from throughout the state. The best pleasure I had with Charlie was when we met Sonny Bono at the 1996 Republican National Convention in San Diego. We were like two kids meeting our singing idol. What a time, what a guy. The community is certainly lucky to have had a Sheriff like Charlie Plummer. - Robert Leon, El Dorado Hills

Charlie Plummer and his wife are wonderful people and I am so Glad I have the privilage of being their friend. May they both live long, healthy lives.
I love them both and wish and the family nothing but the best.

There was never a greater Man than the Sheriff to achieve full success of the Alameda County Sheriff's Office. A great Deputy Sheriff, Politician, and friend. He will be greatly missed at ACSO. (Sheriff Ahern will be a great successor.)

I am not trying to run down Plummer, but let's look at some of his faults:

1. He appointed his son to a high paying security liaison job. The son seems qualified, but Plummer claimed "I just appoint whoever is best qualified" then it was revealed that they kept the job opening secret, so that no one else could apply. In other words, Plummer's explanation was pure BS.

2. As far as oversight, the ACSO is supposed to be well run, and has a good reputation. However, I can tell you from personal experience that some deputies lie in official reports:

1. Ron Grimes of judicial protection in Hayward.

2. Wayne Courand, Grimes' partner.

When I complained about Grimes' lying in an official report, a fact which I can PROVE WITH AN ADMISSIBLE TAPE RECORDING, Captain Casey Nice told me that, per Plummers' standing order, no complaints over 30 days are investigated. Captain Nice also threatened me for filing the report.

Additionally, the deputies in the courthouse duties have repeatedly lied and abused me, all to cover up misconduct by others in the local legal system.

I know my accusations are kind of vague, I can give more details, and I do not mean to say Plummer has any personal culpability, but the deputies are not honest, a large number of them are not, and Plummer was in charge when that developed.

So, Plummer may be OK, but it's important to know he was far from perfect.

I wanted to correct something. About a "large number" of deputies not being honest. I do not believe a large percentage of the deputies are not honest. I think most are.

But a lot of them assigned to the courthouse are liars, they really are. I have named Ron Grimes, at the Hayward Courthouse, and his partner Wayne Courand. I have proof beyond any doubt that Grimes made false statements, I mean very important false statements, in an official report. I say they are "LIES" and that Grimes is a "LIAR" because I can not believe it was an honest mistake.

I want to emphasize, the deputies in the courthouse are corrupted by the presence of lawyers, that is, the govts. own lawyers, judges and prosecutors, and they do bad things to make those lawyers happy. I don't think the average deputy out on patrol is corrupt at all. The corrupt ones get themselves assigned places they can play politics. In other words, the courthouse duty is a magnet for dishonest people. That is my theory anyway. If all the deputies are as crooked as those in the courthouses, we are in very bad trouble.

Another small point - Once again I repeat, I think Plummer did want to have a very good department, and his people are mostly very good.

But he also did not want any bad news to leak out to the public, and so, under his own standing order, any complaints over 30 days old of misconduct were not investigated.

Very few criminal cases are resolved in less than 30 days, so if someone was either wrongly arrested or somehow mistreated pursuant to an arrest, they would have to eitehr complain while their own criminal charges are pending or not at all.

It's very dangerous to complain while anything is hanging over your head, so essentially, Plummer was keeping his stats good with that order.

He wanted good stats both generally and to keep his triple accrediation.

Other games with numbers are played. Plummer did not want to give out permits to carry concealed weapons, but the state law on that says you can not systematically deny permits, you have to judge each application you get on it's own merits.

So what Plummer, who did not want to give out ANY permits would do is, rather than have the applicant fill out an application form, which would have to be retained by his department and could become evidence of systemic denial, a violation of state law, he had people write him a letter saying why they needed the permit,(only if they were very insistent were they even told that) and then, of course, he turned them down, preferably with no paper trail, and, if anyone ever sued for the records, there WERE no records.

This is am important point -- if you see a public agency not taking information from YOU, when it would seem appropriate, most likely they do not want to create records which would look bad for them if they became public.

Anyway, Plummer had his little tricks, as they all do. Not to say he is a bad guy at all, but they usually talk about obeying the law, but duck out of those they don't want to obey.

In California, c.c.w. holders tend to be White and wealthy. I understand that the L.A. County Sheriff's Department is generous in issuing c.c.w.'s to film industry bigshots, people who openly support "gun control" for the masses but who pack heat themselves.

Although I was retired on disability before Mr. Plummer arrived on the scene everything I heard from fellow Deputies is that he was the most corrupt Sheriff in the History of Alameda County. Bringing all his cronies over from Hayward and promoting them over other qualified Officers. They did not have the tenure nor half the training in the Department our Officers did. He also appointed his own replacement and discouraged several qualified individuals from running for Sheriff. Now he will sit in the background and pull the strings and make sure that his friends are all taken care of.

I am not expressing an opinion on people I don't know, and I feel strongly that people can make one mistake and then reform, but it is kind of unusual to have a number two man who was once in trouble for insurance fraud, isn't it? That is what they say Plummer had.
