Doesn't matter if the kid was walking home from a cello lesson, or painting graffiti. You don't let a potentially dangerous animal run around in public unsupervised, although a few police officers fit that description too.

This dude/officer Rinehart is a joke. This is why you don't let police the ability to unionize. This officer was in uniform driving a St Paul vehicle outside the city?

Fred, you MUST not have any imagination if you have "unanswered questions" why a teenage boy and girl would want to be alone when it was "full dark" in a secluded area. Did you miss the "birds and bees" talk with your parents?

If it wasn't innocent, charges would have been filed and sustained in a court of law. In fact, in situations like these, false charges are usually filed to cover the police's ass.
