Odd place for stop sign

Why on earth is there a stop sign on Montrose & Newcastle? There is a traffic signal one block away at Oak Park. When going east you are focused on the taffic light ahead of you. When you turn off of Oak Park on to Montrose people don't expect to see a stop sign so close to a traffic signal. What gives?

Probably a trap. Cops in Illinois are very ticket happy. I hate the fact you can't even turn left on green at busy intersections. They can take those red arrows and shove it.

I hate those red arrows too. It almost always means a long wait before they turn green.
