Democrats don't "refuse to consider tort reform". We just don't agree with the Republican idea of capping medical malpractice damages. How can you cap damages on someone, say, that has been left as a quadriplegic due to medical malpractice?

"less cash" does not equal "charge less". If a doctor reduces overhead, he can split that savings with the customer, thus charging less and his bottom line will be greater (earning more).
