I continue to make this point. Those that spend the tax dollar have no personal financial obligation when they spend our money. Boards like the Library Trustees are appointed by the Fiscal Court which also sets the tax rate. Once they are appointed and the tax rate set there is no way to recall these individuals and they can spend as they please. Therefore when expenses go up the board will ask the Fiscal court for a new rate. It will be granted and your tax bill will go up. That is sure to happen since a library of this size requires more in utiliites, staff and upkeep. Governments and taxing agents always need more and there are other ways to get in your pocket other than property taxes. For instance, the next time you get a utility bill of any kind check what percentage of this bill is a tax which is paid to the local school district. That is a tax given to us by the Kentucky General Assembly. So once again, instead of agencies which rely on taxes can always spend as they choose and rely of the local, state, or federal government to bail them out if they over spend.
Ask to be appointed. If they won't appoint you, go to every meeting possible and voice your concerns.

You miss my point. It is the system and not spending agency that is the problem. At all levels bigness is better. Agencies like the library board are given a tax rate and an assurance of at least 4% more income plus tax on new property every year. They know that they will have X amount of money. They spend it. What they spend it on begats more demand for more money. That begats new taxes. It is really simple. Do you honestly think that going to a library board meeting or a fiscial court meeting would cause any effect? We have two examples right here in Harrodsburg. Both the library and justice center could have been more compact. Basically the same service has been provided by both for years. In fact at one time the county clerk, county school central office, sheriff plus court activities were housed in the court house. Now each agency has it's own building and increased staff and othe expenses. The Justice Center is pretty but does it give accused criminals any more justice that those trials which were held in the old court house?

What I want to know is why the library has a higher tax rate than Mercer County gets. I have been told that the county judge and his bunch set all the tax rates. Then why did they give more money to the library than they gave themselves? This digger keeps saying go and complain when they meet. They don't care until right before they run for election and those on the library board don't have to run. I am a country boy and I am too busy working for my wife and kids to go to the library but I pay anyway. I am going to vote the next time I get a chance and I hope enough others get smart enough to get rid of those that are doing this to us.

The move is afoot in this state to correct the library situation. It is about time.
