How do you know what the political affiliation of the voters whose registration forms were thrown in the trash were?
You don't think the Virginia Republicans who hired Small were duped by a clever Democrat now do you? You boys are smarter than that aren't you? More likely scenario is Small's a Repug and he got caught, simple is that. Be interesting to follow the trial.

Here's a little summary for you. Ohio Republicans passed legislation in their state that changes voting rules --- previously, Ohio residents (and military) could vote early up to the Monday before the election. They changed the law so that civilians could only vote until Friday before the election, while allowing military to still vote u to Monday. The purpose of this is very simple: early voters are more likely to be working poor Democratic who can't get out of work on election day so they want to vote on the weekend before. Military are more likely to be Republican voters so they can continue to vote early. Obama's campaign sued and a federal judge restored the early voting for non-military.
The only federal law I can find that could have anything to do with what you're talking about is the 2009 Military and Overseas Voter Empowerment Act, which was merged into the National Defense Authorization Act of 2010. It passed Congress and was signed into law by President Obama.
