I suspect Officer Snoddy's blows to the cat were effective and well placed. It says he struck the cat 20 times and--if you go back to your grade school math--that is only 2.22 blows to the head per life of the cat.
Thus, I believe Judge Helvin's decision was based on the rather low heinousness of this action as well as Officer Snoddy's pinpoint precision with his truncheon.
Most officers would give their right arm to be able to put down a perp with just 2.22 blows of the baton.

And from the cat's point of view, how many blows did it feel? How many blows did it see coming while cringing in terror? How many blows before it lost consciousness? Why 20 blows? How many would it take for a big bully of a so-called "man" to kill a little cat.

Are you calling the cat a perp? Seriously? What did this poor creature ever do except have the bad luck to first be hit by a car and then be killed by a despicable monster.

This poor excuse for a human being should not be a cop.
