Heights considers water-sharing plan for drought

Harker Heights would be well advised to avoid any water sharing agreement with Killeen given that city's habit of pumping water into a leaky stock pond on the Willows until water flows over the spillway.

Killeen's use of water to refill that pond near the Willows is being a water hog. But someone like the city of Killeen has to cater to the well-connected residents that live in that area. Killeen residents certainly haven't been catering to the whims of the cliques that count on tax money to fund their pet projects. Recall election was evidence of that fact.
