ok i might be a little naive but how does this policy ensure that teachers do not help their students cheat to get higher grades thus higher bonuses??

I don't see how it is at all possible for a teacher to help their student cheat on an AP test.
Teachers do not have ANY access to the test prior to it being given, and then they do NOT test their own subject or kids.
