Despite what the critics say, Obamacare is work

Despite the treasured right-wing talking points, it’s increasingly clear that Obamacare is a success. Moreover, in places where Obamacare is not succeeding, it’s also clear that the right wing is to blame. Well, it’s clear to any who look at the state-by-state numbers of the newly insured. A whole lot of Americans will have to look, however, for the program’s success to redound to Democrats’ advantage.

Charles Gaba, an enterprising Web site designer, has taken it upon himself to track the number of Americans who have gained health insurance under the Affordable Care Act (ACA). Tallying those who have signed up on the state and federal exchanges (2.1 million), those who have obtained Medicaid coverage (4.4 million) and those who gained coverage through the law’s requirement that private plans allow parents to cover their children up to age 26 (3.1 million), he cites more than 9 million newly insured through Obamacare.

Which is to say, the ACA is working as planned, perhaps a little better, in the states where governors and legislatures chose to implement it, such as California and New York. It is barely working in those states where governors and legislators have refused to implement it, such as Texas. Although the number of states declining any participation probably will diminish over time, as the tea party’s grip on the Republican Party wanes or as older white conservative voters die off, the resulting red-blue division between the states probably will be a feature of the nation’s political economy for some time.

Consider the implications: A larger share of Californians will be able to afford regular medical check-ups than Texans. A smaller share of Californians is likely to be bankrupted by the expense of major medical treatment than Texans. When the law’s tax penalties take effect, a smaller share of Californians will be subject to the penalties that come with the individual mandates than will Texans. In the coming years, a smaller share of California hospitals will face financial risk for indigent care than hospitals in Texas, where fewer of the sick and poor will be covered by Medicaid.

The conservative argument that the ACA is a disaster is true only when it’s a self-fulfilling prophecy: Most of the negative consequences that right-wingers have warned against have occurred only in those places where right-wingers have subverted implementation of the law. What supporters of the ACA must keep in mind, however, is that Americans who live in states where implementation has been stymied may continue to see the act as a failure and continue to blame President Obama and his party.

Internal e-mails reveal Interior feared being blamed, bent rules for its own staff.

The Department of the Interior knew beforehand that two groups of aging veterans would be visiting the World War II Memorial as the partial government shutdown began on Oct. 1 but decided to barricade the site anyway, according to e-mails obtained by National Review Online.

The newly released public records also show National Park Service employees busily monitoring the news for any bad publicity and making shutdown exceptions for their co-workers.

ObamaCare will hasten income inequality, union report says

A new report from a major U.S. union says ObamaCare will hasten income inequality.

Although it defends the intent behind the Affordable Care Act, the report, entitled “The Irony of ObamaCare: Making inequality worse,” concludes that the law will transfer a billion dollars in wealth to insurance companies, uneven the playing field in the market, force employers to cut back on hours and result in pay decreases, Ralston Reports said.

The document was put out by Unite Here, a hospitality industry union representing workers in the U.S. and Canada. The union of nearly 300,000 has been critical of the health law before.

The report says it’s “ironic” that the Obama administration is publicly discussing income inequality though it has yet to make the changes to ObamaCare that Unite Here believes are necessary to avoid exacerbating income disparity.

Obama's budget calls for HHS to spend $15 billion over 10 years to fund an Obamacare provision called the Maternal, Infant, and Early Childhood Home Visiting Program. An HHS budget document says this program will send government-funded “nurses, social workers, and other professionals” into people's homes to “improve parenting skills.”

“I think that there still needs to be great understanding of what the president has put on the table is really a birth-to-five proposal, recognizing that you can't start at 4-year-olds,” Sebelius said at the National Press Club.

“We really need to start at birth,” said Sebelius.“So, there will be an enhancement of home-visiting, which we know is an evidence-based strategy that helps people be good parents from the onset, helps the first and best teacher a child will ever have learn important skills.

Launching a New Early Head Start-Child Care Partnership Program
As part of President Obama's Early Education Plan, we will support states and communities in expanding high quality early learning to over 100,000 infants and toddlers through the Early Head Start – Child Care Partnerships. Through these partnerships, Early Head Start grantees will partner with center-based and family child care providers who agree to meet Early Head Start Program Performance Standards and provide comprehensive, full-day, full year high-quality services to infants and toddlers from low-income families. This strategy, combined with an expansion of publicly funded preschool education for four-year olds, will ensure a cohesive and well-aligned system of early learning for children from birth to age five.

The Organization of Economic Cooperation and Development (OECD) estimates that the United States ranks 28th out of 38 countries for the share of four-year olds enrolled in early childhood education. And fewer than 3 in 10 four-year-olds are enrolled in high-quality programs.

In other words, money spent well.

Earlier this week, Sen. Rand Paul (R-Ky.) slammed President Barack Obama for not doing enough in response to Russian President Vladimir Putin's incursion into Crimea.

In April 2009, Paul, on the cusp of launching his Senate campaign, gave a talk to the College Republicans group at Western Kentucky University. He was asked about the large number of US troops stationed overseas by an audience member who said it was "ridiculous" for the United States to maintain permanent military bases in Europe and elsewhere around the world. Paul responded sympathetically: "We're now 60 years in Germany, 60 years in Japan, 50 years in Korea." He defended his father, Ron Paul, for having noted during the 2008 presidential race that there were foreign policy causes for 9/11: "We have to understand there is blowback from our foreign policy."

Paul Ryan To Meet With Congressional Black Caucus After 'Inarticulate' Poverty Remarks:

WASHINGTON, March 14 (Reuters)- Republican U.S. Representative Paul Ryan on Friday agreed to meet with the Congressional Black Caucus after members of the group branded his remarks about inner-city poverty this week "highly offensive".

The controversy began on Wednesday after Ryan said on William Bennett's talk radio show, "Morning in America," that there was a "tailspin of culture, in our inner cities in particular, of men not working and just generations of men not even thinking about working or learning the value of work."

"Let's be clear, when Mr. Ryan says 'inner city,' when he says,'culture,' these are simply code words for what he really means:'black'.
