Here is the question the answer to which I truly do not know: Will this sale end up with the government having more net incoming revenue or not?

BTW I think it's a good idea that welfare recipients or people filing bankruptcy be barred from the lottery. Also lawyers. I just don't like lawyers :)

Eliminating future pension liabilities for state store workers will provide long-term savings.

However, consumer choice is the real benefit. State liquor stores carry only what they choose. Private stores will be responsive to consumer demand.

Not sure if you answered what I asked.

Anyhow, why would State liquor stores not carry what consumers demand and also why would private stores carry what consumers demand if they didn't want to? Private stores can do what they want for their own reasons--such as blacklist brands for enhanced benefits from other brands--correct?(Shelf placement being a similar example.)
