It could be, but not really. The tariff would only pertain to vehicles and trailers...basically anything that is driven aboard to ferry. It would not pertain to passengers; and it would be assessed at the time of ticket purchase so it would be easier to track and monitor. Payment could be done monthly or weekly, that way monies would not be confused with other revenue and surcharges. You got to figure... most of the arguement is because outer islanders feel their aina will be spoiled by more influx of vehicular traffic, taxing their lifestyle as well as the pocketbook. This tariff off-sets that concern and also helps everyone out.

the SF can charge anything they want to and justify it... they don't even need to call it a tariff; just make up a price to include the fees. It would be voluntary on the SF's part to settle with all parties.
